Purpose of this protocol
These guidelines are to assist Members of Parliament
(MP), other elected public representatives, endorsed candidates and political parties regarding access to Queensland Rail Limited property at all times, including during election campaign periods.
1.1 Queensland Rail has prepared these guidelines based on the following principles:
- safety
- customer and staff convenience
- operational requirements and efficiency
- integrity of pre-arranged promotional activities (e.g. charity events)
- as a Statutory Authority, Queensland Rail remains independent from political parties and processes.

Political activities
2.1 No political campaign activity can be conducted on any Queensland Rail property at any time.
2.2 Any political campaign activity must be conducted outside of Queensland Rail property.
2.3 For a map detailing property boundaries, please contact
governmentstakeholder@qr.com.au. You do not need to complete an application to conduct activities outside Queensland Rail property.
2.4 In conducting political campaign activity near Queensland Rail property, political representatives and candidates must not obstruct customers travelling to and from the station or disrupt staff from their duties.

Familiarisation Visits
3.1 Elected political representatives at the local, state or federal level represent the interests of their communities and for that reason, can request access to Queensland Rail sites for familiarisation.
3.2 The underlying purpose of these visits is to improve understanding of Queensland Rail infrastructure, services and operating environment or to ensure representatives can engage with their constituents about a particular Queensland Rail project.
3.3 To arrange a familiarisation visit, please contact
governmentstakeholder@qr.com.au. You will need to be accompanied by a Queensland Rail representative and the visit will be scheduled at a time that suits operational requirements.

Media and communication activities
4.1 Queensland Rail is committed to ensuring our customers and stakeholders are informed about changed, improved and new services and facilities.
4.2 As a Statutory Authority, Queensland Government Ministers may conduct media events about government-funded initiatives on Queensland Rail property.
4.3 If a Minister is officially represented by a MP for these purposes, that MP will be afforded the same access as the Minister.
4.4 During the official caretaker period, this access for media events will be extended to the Opposition Leader and relevant Shadow Ministers.
4.5 Representatives of the media must arrange access to Queensland Rail sites via invitation or prior permission from Queensland Rail's Media team on

4.6 Unless access is granted under this protocol, all other media and communication activity including interviews, photography, or filming must occur outside Queensland Rail property. For a map detailing property boundaries, please contact

Advertising on Queensland Rail property
5.1 Queensland Rail does not allow political advertising in the form of billboards, electronic advertising, or permanent posters on its property at any time, including during an election period.

Unapproved access
6.1 In the interests of customers and staff, unauthorised visitors will be asked to leave Queensland Rail property.

Definitions
7.1 Queensland Rail property includes rail facilities, stations, trains, workplaces, workshops, and construction sites.
7.2 Political campaign activity includes, but is not limited to:
- making and displaying video or sound recordings and photography for campaigning
- displaying signage, wearing branded clothing or distributing printed material expressing election commitments, or promoting political parties, elected members or candidates
- seeking signatures on petitions
- addressing customers or Queensland Rail staff on policies or opinions held by the representatives, candidates or political parties.
